Update jq from 1.7.1-6+deb13u1 to 1.7.1-6+deb13u4, which is available in the configured Debian security repository. Otherwise this is not buildable. Encountered while trying to run the wbaas-deploy k8s local dev setup Error was... 4.834 E: Version '1.7.1-6+deb13u1' for 'jq' was not found

Update the pinned
jqpackage from1.7.1-6+deb13u1to1.7.1-6+deb13u4, the version currently available from the Debian 13 (Trixie) security repository. The superseded version is no longer available from the APT repositories in thephp:8.1-apacheimage, causing the image build to fail.The error was:
